BF-514 can't boot from external spi flash

Hi

  I'm trying to boot my BF514 from external spi flash, this spi flash can work well with BF531.In load Options of my Project Options,i selected SPI as Boot Mode,Intel hex as Boot Format,8-bit as Output Width,"C:\Program Files\Analog Devices\VisualDSP 5.0\Blackfin\ldr\ezboardBF518f_initcode_ROM-V01.dxe" as Initalization file.And then i created ldr file.This ldr file was promgrammed correctly into my external spi flash.But BF514 couldn't boot from this external spi flash.The BMODE pins were configured to boot according to the setting.To found the issue.I used oscilloscope to check the signal of spi flash chip select pin.This pin was HIGT all the time after power on,and I checked the signal of CLK_OUT.It's only 49.5MHz,not the frequency i want.What the issue is?
