VCONSEL Phase Configuration for ADE9000

I have 3 phases connected via a delta configuration with 180 degrees of separation. I am setting the VCONSEL to 100 to indicate how the voltages for each phase should be calculated phase to phase. With each phase being 120 volts, I am expecting to be able to read VA = 240, VB = 0,  and VC = 240. Instead, I am seeing VA = 120, VB = 0, VC = 120. It seems that all the measurements are still in reference to neutral and not measured phase to phase. Now I am wondering if I missed a configuration setting somewhere or if my physical inputs are incorrect. If I change the VCONSEL to be 000 for a Wye configuration, I am reading VA = 120, VB = 120, VC = 120 which is what I would expect. I have attached the input circuits. Anyone have any ideas what I may be doing wrong? Thanks.
