Insertion loss is an s-parameter (S21) that measures transmitted signal relative to incident signal.

Return loss is another s-parameter (S11) that measures reflected signal relative to incident signal.

As the sum of transmitted signal and reflected signal is the equal to incident signal in magnitude, return loss affects the insertion loss; poor return loss causes high insertion loss.
