Regarding the Value of Pmax

I'm using the ADE7878A for Energy meter Implementation. As per datasheet, When voltage and current ADC both are at full scale and in-phase then instantaneous power computed, PMAX = 33,516,13

but when i apply full scale voltage and current i.e. when ADC of voltage and current produces 4,191,910 (RMS). then xWATT register produces a value of approx 2,049,322 Which is much less then PMAX


Why i'm getting such low value of xWATT? Is there is something that i'm considering wrong?
