I need a kit to convert YPbPr signal to VGA. I will need to manipulate YPbPr signal.
What input and output formats do you need?
What manipulation do you want to do the YCbCr?
Do you require format conversion between the input and the output?

As i can only see YPbPR in only one model monitor, may be i will need to
manipulate YPbPr or VGA signal. I don´t know.

Are you plugging the YCbCr into the VGA connector (DB15)?
What is your source.
Specs on the monitor are rather lacking.
Note: VGA implies RGB color coding and limited timing formats. YCbCr is a different color encoding

I have no information about source. So by type connector that i have,
may be is YPbPr or YCbCr, i don´t know exactly differences.
I have connected source to VGA monitor, but i can´t see image.

There are several low cost YCbCr to HDMI converters you can buy that would allow you to use any HDMI monitor. Just do a quick search for 'YCbCr HDMI converter'
YCbCr and YPbPr are the same except YPbPr represents 10-bit accurate video data while YCbCr is only 8-bits. Both will work on the same input.
I have proved from several manufacturers but it doesn´t work.
This is the reason that i need a kit from YPbPr to VGA or PAL or HDMI.
For my project, i can´t not use old TV´s. These TV must be actual.

ADV7842 --> ADV8005.
The ADV7842 converts the analog signal (BNC connectors) to a digital stream
The ADV8005 converts 1680x1050 format into 640x480p format. Note you will lose resolution when down scaling formats. It would be best to keep the output at 1280x1024 which all monitors can handle.
The ADV7850 evaluation board already does this. However I believe this would be over kill for your application. The real cost driver here is the 1680x1050 to 640x480p format conversion. The ADV8005 was designed to implement PIP and overlay an OSD along with format conversion in either direct from 480p to 4K
This would also require some design effort on your part.
