Adv7611's LLC Clock Unstability

Hi,

 

In our application, if HDMI source is attached, LLC Clock has ranged from 72M Hz to 74.25MHz all through. If HDMI source is removed, the clock of LLC Clock is 74. 28M Hz and it is stable.The termination resistors of clock and data output are 22 ohm. The following is the setting of adv7611..

I have the other question:  Should 1.8V supplies be power up after 3.3V?
