Is there a System Services equivalent for the blackfin gcc (bare metal) compiler?

Hi,

 

I am familiar with VisualDSP++'s system services, such as the dymanic power management service for setting the voltage regulator and the core clock PLL for the blackfin processors.

 

My question: is there an equivalent set of libraries/modules/code for the blackfin gcc bare metal toolchain?

 

Failing that, visual dsp++ comes with source code for all of the system services (including the dynamic power management service) - does anyone know exactly what kind of licence this code is given under?

 

I have seen the following in ADI header files:

but I am not sure which license agreement they are referring to.
