ADV7180: Video artefacts for PAL input

I'm using a ADV7180 decoder to capture PAL video. The video seems to have some artefacts that can be seen in the attached videos. The first and second video show diagonal lines moving across the video. Notice that the details in the second video are quite sharp. The third video shows highly zoomed in text. We see that the white colour text is actually flashing different colours.

The configuration I'm using is (where 0x21 is the 7 bit address of the decoder) -

Any idea what the problem could be?
