AD 9361 Fast Attack AGC State 2A

AGC will remain in state 2 till the power level is below AGC lock level (fast). So, It will ensure anyway that when AGC is moving to state 3, it's power level will be above AGC lock level. Then why should we need state 2A?

What is the purpose of measuring low power in 2A, when your state 2 will ensure that it will be above AGC lock level when it moves to state 3.
