I would like to know after programming the frequency output of HMC983 it is stored or not ? and if I restart the card frequency output did not changed ?
By "restart" I assume you mean a power cycle. In this case all registers are reset to their default values. From page 24 in the datasheet:

No. You change the default N-divider via SPI register writes.

If I use HMC705 with eval card in frequency divider, is it possible cascading 2 HMC705 with eval card in order to have N divider number =256 :
- first divider N=16, Freq IN = 1-3GHz
- second divider N=16 Freq Out = 9-11MHz
Yes, there are jumpers, see page 10 of the datasheet...
Operating the 2nd divder with an input frequency lower than 400MHz is where the datasheet plots show a noticeable increase in input power requirments..., you will need to check performance at these lower frequencies to determine if the divders performance at the lower frequency range meets your requirements

I understand of the datasheet I must have a dc block on input but could you confirm me I must use a dc block on output of each divider for cacading config...
