Strange voltage on Sync input pin

I'm working on implementing component input and I'm seeing a strange voltage, around 0.3 V, on the sync input pin that I want to use. It doesn't immediately happen, I've been able to get steady picture but eventually this voltage pops up and ruins the sync signal. It only shows up if the component processor is powered on.

 

I used sync input 2 at first and things were fine for awhile, but this phenomenon eventually popped up. I then moved the sync to sync input 4, again, it worked for awhile then it happened again. There is no other connection between the cap and the pin, why is there a voltage present on my selected input pin?

 

I've attached the IO, CP, and AFE i2c registers, I can add others if needed.
