We are operating all these parts with VDD = 13.5V and VSS = -2V.What is the expected typical current consumption at this operating point?

The ADG1606 would work with Vdd=13.5V and Vss=-2V supplies however, important parametric values are not guaranteed.
Supply current (Idd) for instance would increase but in relation with the logic levels to be used. You see, the ADG1606 does not have an internal VL(logic supply) for the logic control block. The logic control block is referenced with the Vdd supply. This is the reason why supply current (Idd) isaffected by the logic control levels. Please have a look at figure 17, page 14 of the datasheet as a reference. In your case, the supply currentwould go higher than the graph of Vdd=12V single supply.
All other parameters would also differ since your supply levels are not the typical ones. For on resistance plots, it might be in between the valuesof the Vdd=16V and Vdd=12V single supply. But still, we really cannot guarantee any parameter since the Vss used is at -2V. Other importantparameters you would need to consider are the timing parameters (Ton/Toff), Crosstalk, Off Isolation and Bandwith.
