The AB_ and COM_ absolute maximum voltage rating is -6V to +6V regardless of VCC voltage, so signals can be present at the switch terminals with VCC = 0. However, there is no guarantee that the analog switch path is high impedance when the VCC supply is 0V. There may be leakage current at minimum. For toggling signals, a high dV/dt might weakly turn on the MOSFET switch path, and if repetitive then it may turn on more strongly.
