max14813 EV development board unable to turned on, and whatever indication LED'S are also not turned on, we contact to your india southern regional technical team but no response from there side, please help this technically how to operate this board

Thank you for your interest in MAX14813.

From your screenshot, it seems the MAX14813 was not initialized properly.
For example, the error status is not updated, green is good.
The "Floating Power Enable" is unchecked.

The millivolt output you see is expected if the FPS is disabled. 

Please try to initialize the board and go through the guide once more. Here's the link for the guide, MAX14813EVKIT Evaluation Kit for the MAX14813 | Analog Devices

but output was no changes.
