Does the NC connection work when it's not connected by power?

Hi,

For a project I would like to switch some connections using the ADG884 or ADG722. There will be a signal going through the NC connections while no power is applied to the IC's. The signal will then go to a uC who will then send power to the switch to then turn off the signal connection. This basically works as an activation system/switch for my device. I tested it and I do measure a signal when there is no power applied. 
I am wondering if this is normal or not. Should this be the case and is this reliable? Thanks!

    It is hard to get at what your application is about w.r.t using a switching device. I have attached here the ADG884 pinout. Please let me know of your system application diagram as it relates to the switch - essentially what you refer to as NC connections - thanks.
