Does single-ended absolute voltage level specification Table 2, Note 4 have a typo?

ADN4612 datasheet Table 2, Note 4 states that "The single-ended absolute voltage level, VOL, must be ≤VCC − 1.2 V when operating VTTO at the minimum boundary of the supply range." Shouldn't "≤" be "≥" instead? For example, I assuming that VOL must actually be ≥Vcc-1.2V or ≥1.3V when VCC=2.5V and VTTO=1.6V so that Q1 and Q2 collector voltages remain well above their emitter  voltages so as not to saturate. Am I correct?
