LTC4015 cannot charge at such low voltages. Perhaps take a look at LTC4012:

Sorry for taking so long, but I was attached to another project for some time.

Are you sure about the 12.5mV resolution? We need 20mV so that would be fine.

But in page 35 of the datasheet its stated that the resolution is 6Bits and is 9.532mV…
