We saw ADRF5130 evaluation board uses 2 oz Cu and 8 layers of PCB board design, is this necessary, or if the impedance is matched OK, a 4-layer PCB design with less Cu is fine?

ADRF5130, ADRF5132, ADRF5160 are our high power (>20 W peak) SPDT switches in SOI process. Unfortunately none of them could handle the power level in wide frequency range of your application.

Yes ADRF5130 should resolve your problem. Can you please make sure to put DC blocking cap on all the RF pins for correct switch operation.
