fmcomms5 custom board, external LO adf5355 rf pll not lock

Hi,

We are using custom board very similar to Fmcomms5 (RevC). However, at initial calibration, ad9361 IC's could not lock RF PLL(RX and TX PLL). BBPLL lock successfully.

We monitored output of adf5355 PLL RFoutA and ad9361 external LO input at spectrum analyzer. Their power are around -19 dbm and frequency seems at expected bin. I think ad9361 expect the LO power between -3 and +3 dBm. We use 2021.1 hdl version. Below, I pasted adf5355 register values and I attached our config file.
