Download the filter wizard tool to generate the custom profiles. You cannot change the  interpolation, decimation of filters like AD9361 .

In AD9371 DAC is 14 Bit and ADC on receive and Observation path is 16 bits.

No, there is no way to swap the monitor pins of RX1 and RX2. Why do you want to swap these pins? Can you please explain your requirement?
