What is the reason for derating the RF input power at low frequencies for the ADRF5162, and how does this affect the P1dB performance below 1 GHz?

The derating spec on RF input power that kicks in at 1 GHz is driven by voltage and current stress limits on the FETs in the device. The limit is not put in there because the input compression point is degrading at lower frequency. However from looking at datasheet plots of other devices that have a derated max input power spec at lower frequencies, I see that some of this include plots of P1dB and IP3 which show it decreasing. So while your input power is bound for safety reasons, you can also expect the P1dB to decrease. However, I think that the max input power limitation will drop faster than the input compression. So in a sense, it doesn't really matter what the P1dB spec is below 1 GHz.
