All MAX2112 datasheet Electrical Characteristic Table and Typical Operating Characteristic Plots are based on 1Vpp differential.
Regarding the MAX2112 Evaluation Kit baseband outputs, please note:
The baseband outputs on the MAX2112 EV kit are by default configured to be high impedance. Only one branch of the differential I and Q outputs are
delivered to the BNC connectors (BB_I_OP, BB_Q_OP) through 1kΩ series resistors (R13, R24). Note that the output voltage measured at the BNC
connectors must be adjusted to account for the voltage loss of the output circuit. The loss will be 6dB if the input impedance of the measuring instrument is
very high relative to 1kΩ (i.e. oscilloscope probe), or 32.4dB if its input impedance is 50Ω (i.e. spectrum analyzer).
