I need an attenuator that will attenuate a signal from dc to 100MHz by a factor of 1 to 10. The signal could be up to 20Vp-p. Could an RF attenuator be used for this? Thanks

Max input level is generally specified in dBm for off-the-shelf attenuators. 20 mVpp is +30 dBm or one watt. The ADI attenuators have a max input power of 25 to 27 dBm. See selection table below.

Also, our RF attenuators cannot be operated at true DC frequencies. The lowest frequency supported is 9kHz (ADRF5720) with derated power handling at these frequencies. Please refer to the datasheet.
For the HMC parts showing DC min operating frequency:
We plan to change min operating frequency from DC to 100 MHz in many of the datasheets when we convert them from HMC to ADI format. We have no RF attenuators in the HMC portfolio that can be operated at DC.
