My good, you see all my errors !
I don't know why the value 8 was selected !
I relaunch the ADI N software v.7.4.3
the prescaler was 8 ... I select ADF4110 and after ADF4118 and I see value 32

This PLL is working on 2356 Mhz using ADF4118 step 200 Khz
Using a sniffer I discover that they send "strange datas"
INIT = 00FA93
R latch = 1000C8
N latch = 101339
N latch = 10B811
yes two times the N latch with differents values
and NO Function latch, and it works !
I was able to decode the frequency of the PLL loop (200 Khz)
My arduino program is quite finished , for frequency 2176 Mhz
I send :
INIT = 00FA93 (equal)
R latch = 1000C8 (equal)
N Latch = 10AA01 (new for 2176 Mhz)
Function Latch = 00FA92 (as you explain me !)
Lock detect is working well.
So nothing special, but now I can close this call
