ADF4007 frequency divider

Placement of a resistor parallel to the rf decoupling capacitor (C11  on eval board RFinB) could change internal biasing.  I need more information on the internals of RFD4007 device. 

Is there more information that you could provide?

I have found additional information in the data sheet which I didn't see.  The 21k Ohm resistor does deque the capacitor but it did modify the biasing of the device by a very small amount.

I am seeing an oscillation on the eval board at ~110MHz with input signal (RFinA) switched off.

Do you have any guidance about this oscillation and it's squelching?
