    I'm planning to use this mixer (hmc-c049) as a phase detector in a phase measurement system.

    But the datasheet does not provide DC offset of the mixer, which is critical to me. Is this spec. avaliable upon request?

      Unfortunately the DC off set data you are requesting is not available.  I suggest you request an eval board for the HMC553 mixer.  This is the same mixer used in the HMC-C049.  This is a lower cost solution to determine what the DC offset is prior to buying the HMC-C049.
