I'd like to get little more information & confirmation before I give you an answer.
1) Can you confirm 200 fS pulse width? That's extremely narrow. Could it be 200pS? I would be curious to know how a pulse width this narrow was measured.
2) What is the drive level / amplitude of the 200fS pulse?
3) What division ratio does the customer need?

Definitely was 200fs, though he states he can 'chirp it out' to a few ps. He needs a divide by 10. He's got about 0 dBm of input power.

I don't believe either of these parts will come anywhere close to working. I base this on the maximum input frequency that the divider can accept and the time that would be required to process a 200fS pulse. If we think of the 200fS pulse as being one half of signal train then we end up with a frequency of 2.5THz. I don't think it's going to matter that we only have to divide this signal once every 10nS.
