It sounds like the eval board was working and now it is not; is that correct?
Does it work for settings other than the default settings? Different frequency, divide reference, etc.?
Does the evaluation board appear to be populated with all of the components? Particularly the loop filter components?
The eval schematic shown in the datasheet shows C62 as do not populate but it actually should have a 0Ω resistor in that location. Our BoM shows C62 = 0Ω so manufacturing should have loaded a component there. Please verify that jumpers J1 and J3 are INSTALLED and that Jumpers J2, J4, J5 and J6 are NOT installed.
Are all of the components properly soldered down (no tombstones, wrong components loaded, etc?
Do you measure the proper voltages at each pin on the HMC807 per page 7-3 of the datasheet?
If none of these things provides any answers we'll need more information than your providing in order to help you. Please show us a screen shot of the 'Main GUI' & the 'Detailed GUI' and confirm the frequency your trying to lock to, reference frequency (50MHz??), fractional? INT?
It's possible you have defective board (despite the fact that these are tested prior to leaving the factory) or may have accidentally damaged it.
