+5dBm is the guaranteed max RF input power level for CW and pulsed operation.
Applying higher power levels like 10 or 15 dBm will not introduce any thermal problems but the voltage breakdown may occur. There is some headroom above +5 dBm but committing to any value without performing tests is not possible at this moment. But you can test and use at higher input power levels.
We have also applied +8 dBm CW to the RF input when testing out of band Psat, where the gain is lower than in band and no problems observed.

5 dBm is the specification of HMC1040LP3CE in CW operation but in my radar system the component is OFF when the input is 20 dBm.
If posible the voltaje breakdown when the HMC1040 is OFF ( Power supply OFF)?

Unfortunately we have not characterized the max input power level when the device is unbiased. But typically the max Pin is higher when the device is unbiased. Again not sure about 20 dBm though, kind of gray zone. I cannot directly say 20 dBm pulse will cause an instant failure, need to be tested to be sure.
