HMC785 is a mixer not an oscillator. Not sure if I miss anything here. Do you want to use the oscillator with HMC785? Providing LO?

You are correct using HMC785 (Mixer) with any PLL+VCO IC i can generate an IF signal with respect to RF signal provided at the input.
Now the requirement is to tune the PLL+VCO and to tune the internal LO amp of HMC785 need recommendations on Controller or specifications of the controller. So that this Mixer +LO +MCU act as an add on card for any RF application in that range.

HMC980LP4E and HM981LP3E are recommended for bias control, depending on the amount of current needed.
