RF sensitivity meaning in ADF4156 datasheet

Regarding the ADF4156 datasheet, according to table 1, the RF IN (for single pin or for both pins combined??) require/s power between -10dBm to 0dBm.

According to figure 5, it seems the RF power required is below -15dBm all over the usable range (I probably did not understand the meaning of "RF sensitivity" there).

What is my understanding mistake?

    The table is generated using a single ended RFin .., however the spec can be applied for both SE or DIFF RFin signals..

    The RFin frequency min / max range is specified for a minimum of -10dBm, in order to accommodate variations in RF sensitivity across temperature and from part to part....I would expect the part to operate well below -10dBm as the graph illustrates, however we can't guarantee operation to the datasheet specifications lower then -10dBm.
