For HMC8038 normal operation, power up sequencing need to be followed as per datasheet?

Ideal power-up sequence is mentioned on page no. 9.

Yes. VDD needs to be powered up before the digital control inputs.

Powering up the digital control inputs before VDD, will damage the ESD protection diodes. Please refer to Fig 5 of the datasheet for the interface schematic.
