Thanks for the question. There is no minimum input power specification. For example, yes, you should be able to receive -131.75 dBm at the output when you apply -100 dBm at maximum attenuation mode within the operational frequency band. One thing to consider: Measuring such low powers could be challenging. Please be sure that your setup has noise floor low enough to measure such powers.

My setup is properly configured to measure low power levels accurately, but how can I ensure that the IC itself does not introduce significant internal noise or coupling issues that could affect the accuracy of the attenuation? Also, is there any documentation or source about HMC1119 that states these limits?

Thanks for the question. We don't expect additional coupling or noise coming from the part itself at low power. On the data sheet the high-power limits are defined.
