I would like to use this mixer as Upconverter from 1.3GHz to 11.5GHz
Can I use the LO above RF , it means up to 12.8GHz?
any degradation with performances?
(The LTC5548 datasheet limit the max LO frequency to 12GHz)

The LTC5548's performance degradation at LO frequencies above12GHz is fairly gradual. Extrapolate the performance from these plots from the datasheet can give you an idea of the amount of degradation:
