Because the MAX2771 has a minimum supply voltage requirement of 2.7V, it is not possible to directly interface it to a 1.8V device that receives the baseband ADC outputs. One could translate the voltage levels of the signals using resistive divider circuits to step down the voltage from the ~3V MAX2771 to the 1.8V baseband IC. Some frequency compensation of the divider may be required to cancel out the low-pass filter formed by the divider and parasitic capacitances. Also care must be taken to not excessively load the baseband outputs of the MAX2771. Alternatively, one could use a digital isolator such as the MAX14430 though this adds to the system power consumption. As for the question on the definition of the bits, your understanding is correct. Refer to page 20 of the MAX2771 data sheet for more detailed information.
