EV1HMC1131LC4

I have questions about the Vdd and Vgg pins of the evaluation board EV1HMC1131LC4. As shown in the attached picture, the evaluation board has 4 lines of dc pins. The line 1 &2 should be used as Vdd and line 3 & 4 should be used as Vgg. However, I find out that line 1 & 2 & 4 are connected to each other and then connect to the ground. If I give line 2 a 5V power supply and 0 V to line 3, there is not current. But if I connect line 3 to the power supply and ground line 2, there is current. I would like to ask the correct way to use this evaluation board. Thank you.
