Fig 11 of ADF4108 datasheet suggest input impedance is 500R at RFinA or RFinB. What might the input impedance look like at 1.7GHz? Or what is capacitance? I can't imagine the impedance is solely real at 1.7GHz.

Because we don't have the s-parameters of these input pins, it is difficult to say the exact impedance or capacitance at a specific frequency. But ADF4108 works up to 8GHz and matched to 50 ohms, it is expected to have a low parasitic capacitance to ground if you are asking about that.
