HMC980LP4E Bias Controller VDD and Vdrain Range

Question

The datasheet for the HMC980LP4E bias controller gives VDD and VDrain as a minimum of 5 volts. Also, the configuration spreadsheet won't let me enter a VDRAIN voltage of less than 5 volts. 
 Why is this? 
 I want to use the HMC980 with the HMC943APM5E power amp, running the HMC943 drain at 4.5 volts. The datasheet for the HMC943APM5E gives data curves down to a supply voltage of 4 volts. 
 Does this mean I cannot use the HMC980 to provide a drain voltage of 4.5 volts to the HMC943?

 It's below our minimum spec so we wouldn't recommend this.
