HMC406 Gain Question

Question

The datasheet of the HMC406MS8GE shows a gain plot of approximately 18dB at 5.5GHz at 25C on page 2. When I plot the s-parameters from Analog Devices' website the gain at 5.5GHz is about 14dB. That's a 4dB discrepancy. Which is correct?

Hi SCA, 
 The error resides in the S-Parameter file as the circuit was simulated and removed from the data. " The evaluation circuit board was modeled and simulated. This was use to removed the evaluation board circuit from the measured data. The reference plane is the center of the package pin." 
 The guaranteed minimum gain: 5-6 GHz, is 13dB, 5.7-5.9 GHz, 14dB.
