Is this for manual calibration or manual and automatic calibration?

for manual calibration, we could not define a constant tolerance, bias calibration can cause differences and this tolerance can vary for different frequency jump/update scenarios. Still, ADIsimPLL is a good guide to understanding how loop elements affect the lock time.
