SPI communication to HMC983

Hey,

I'm trying use the HMC983LP5E as a standalone frequency divider, but I have some problems with the SPI interface as regards the programming of Reg 00h.  In Table 8 of its datasheet, it seems that Reg 00h has 24 + 1 + 7 = 32-bit in total, and I would expect 30-bit fixed. On top of that, the "spi message" between host and the chip should feature 5 bits for register address and 3 bits for chip address, or 40-bits in total.

I believe Chip ID actually is 22-bits long insted of the [31:8] bit range. What is the case?
