Power-up/Power-down Sequence VSS VDD Vctrl HMC649A Digital Phase Shifter

Question

Hi, 
 What is the recommended Power-up/Power-down Sequence of VSS, VDD, and 6-bit +ve V-CTRL signals for HMC649A Digital Phase Shifter? 
 Is the following sequencing correct ? 
 Power-On: VSS, VDD, and Vctrl 
 Power-Off: Vctrl, VDD, and VSS 
 Could this device ( internal RF Switches or phase shifters ) get damaged, if 6-bit V-Ctrl remains ON, while VDD is O FF?

FYI, I was given the following response from ADI tech support team: 
 " I would recommend turning on VDD and VSS at roughly the same time with the control input all initially at ground (or floating open). 
 I would not recommend having the digital inputs at logic 1 with VDD and VSS still at 0V."
