HMC980LP4E question

I am wanting to use an active bias controller such as the HMC980LP4E with the HMC797APM5E (DC-22GHz 1W GaAs PA). So, without a signal, the quiescent needs to be set to 400mA at 10V. I can follow the datasheet and app'n notes for that. When this part is being driven sufficiently hard with an input signal to produce the said 1W with a PAE of 24%, Pin = +20dBm, then the drain current would be around 480mA. So, my question is: what does the HMC980 do when the HMC797 wants to draw say Idq +20%? Does it clamp the current to ~400mA or allow an excursion beyond quiescent?
