ADIsimPLL Frequency Domain Response

I have been trying to obtain the open loop response of the ADF41513 using a CPZ_PPFFBP1 loop filter. When I use the following equation the response has reduced gain at low frequencies compared to the simulated response in ADIsimPLL by about 15 dB at 1 kHz. What is different in the PLL sim program for this calculation?

G = Kv * Ip / 2π / N / s * (1 + s * R2 * C2) / (s * C2 * (1 + s * R1 * C1) * (1 + s * R3 * C3))
