(1) Duty cycle is a ratio of two values (i.e. "time"). Duty cycle is a unit-less value. Formula for same is = PA_ON_Time/(PA_ON_Time + PA_OFF_Time). Multiply this ratio with 100 and we get values in %.
(2) Absolute maximum of PA_ON_Time, in microSecond will ensure PA-burn-free operation if I follow point(1) above as well.
