    The Tx power can be controlled by changing the amplitude calibration bitfield (Tx Amp Cal) in register 1 during calibration. See figure 7 in datasheet. To get different output powers on each Tx unfortunately you will have to re-run calibration with the new Tx Amp Cal code when you switch Tx to recalibrate the power, since both Txs use the same amplitude setting bitfield. The datasheet explains how to re-run calibration on page 23 & 24
