As part of our new design , we planned on using the ADRF5160 EVB.
from the DS and the S3P, it seems like the I.L should be 0.7dB for 3.5GHz (maximum of 1dB).
from our inspection , the I.L is around 4.7dB for 3.5Ghz. as we going lower with the frequency the I.L goes down. we also tested the PCB I.L itself (with the true cal path) and we getting
It's important to mention that we made the testing with Network analyzer that was calibrated and verified. the input voltage for VDD and VCTRL is +5V.
The insertion loss in the datasheet is de-embedded. You can measure the through insertion loss and de-embed it.

Seeing a positive insertion loss is not logical however is not logical and there is no mechanism in the part providing gain. This can be a calibration issue maybe.
Could you please share return loss of the through and the part?
