Hi Kenton,
Figure 10 in the data sheet is measured with a -20 dBm input signal. Could you perform a full 2 port calibration at -20 dBm? I want to confirm the small signal results match Figure 10 from the data sheet. I want to determine if there is a measurement issue or a device issue.

I assume you are using the E3634A power supply for the drains. Am I correct? Are you using remote sense? If not you should be remote sensing the drain voltage. I think you might have a voltage drop and 5 V is not at the device pins. Can you bias the amp and measure the drain voltage at the pins? It should be 5 V.

We're using power supply E3631A and pin voltage is 4.8V, read by portablemeter U1252B.
Try to lift pin voltage to 5V abd result as below screenshot.

Yes, That looks much better. I'm trying to attach the thru data but I'm unable to at this time. I will upload when the system is fixed.
You can down load the S-Parameter files from the link below. The thru data file is in the zip folder. You can the subtract S21 thru from the S21 magnitude of your data and you will be very close to what is shown in the data sheet.

I measured the ADPA7005AEHZ s2p file, displayed the data with the same scaling you are using and the data lined up rather nicely.
