Yes, The HMC465 will operate at 1 KHz. You will need to add capacitors to the ACG pins to extend the frequency lower. The datasheet has a plot showing performance fro 30 KHz to 10 GHz.

Amplifier works at frequencies of 1 kHz-30 kHz or not? How can I use it if information is not presented at low frequencies? You said the amplifier was working. Will the power output be 23dBm and Gain 15dB at 1kHz-30 kHz?
Yes the amplifier works at frequencies of 1 KHz to 30 KHz.
Guaranteed Min for gain in the DC t o6 GHz frequency range is: 13 dB, P1 dB 21 dBm.
On page 2 the lower left plot shows S-Parameters down to 30 KHz.
I was able to find equipment to allow Gain and P1dB down to 10 KHz.
10KHz: Gain, 18 dB, P1dB 25.7 dBm.
30 KHz: Gain, 17.8dB, P1dB 24.8 dBm.

Since You need something other than Coilcraft for bias Tee options, Marki Microwave:https://www.markimicrowave.com/Assets/datasheets/BT-0014SMG.pdf followed with Bourns SRR7032-102 will cover your range.
I can't provide support for these bias products. You'll need to contact these manufacturers direct for support. These are the only options I can suggest to cover your frequency range.
I can provide an S-Parameter file that covers 30 KHz to 9 MHz. On analog.com you can download S-Parameter file covering 10MHz to 20 GHz.
The network Analyzer we have has a low frequency of 30 KHz.
