I can answer this question for ADL5531. My limited understanding of IBIS models suggests that the modeling pertains to digital data flow. The ADL5531 RF amplifier doesn't have any digital control functions (just RF In, and RF Out/Vbias, and a node to connect a linearization capacitor). So I don't think that it's meaningful to make an IBIS model for an RF Amplifier.
